He belongs to District tharparkar in the province of Sindh, Pakistan. He belongs to a family that has been in politics in Pakistan from its inception.
After leaving Petaro Cadet College, Arbab Ghulam Rahim decided to study medicine, and graduated as a doctor from the Sindh Medical College, Karachi. However, subsequent to his graduation, he chose to go into politics and has remained a prominent politician in the province of Sindh. He is a member of the Pakistan Muslim League. His family has been in politics for decades. He started his political career when he was in the fourth year of his university education at SMC, when he was elected as Chairman of Zila Council for tharparkar in 1981 under the regime of Gen. Ziaul Haq.
He won elections as a Member of National Assembly (MNA) four times, and as Member of the Provincial Assembly (MPA) from his constituency in tharparkar Dist. several times. In the 2002 elections, he won his seat from PS-60 constituency and was appointed a minister in the Sindh government
Belonging to the Pakistan Muslim League (Q), Arbab was elected to the Sindh Provincial Assembly during the 2002 elections, and was initially inducted as a provincial minister. Subsequently, he was elected as the Chief Minister of Sindh in 2004 after defeating Engineer Gianchand Meghwar on PS-60 in General elections of 2002.
